Upfront use of Accord Bonus is critical to increasing housing supply

Urban Development Institute of Australia (UDIA) calls on political leaders to bring forward Federal Accord bonuses and incentives for states and territories that could accelerate much needed housing delivery.

The Government’s Accord Target of 1.2million homes is absolutely critical to help Australia focus on how to improve housing delivery. UDIA analysis* shows the states and territories will undershoot the target by about 400,000 homes, meaning much of the Accord Bonus of $3bn is unlikely to be used and should be changed to more upfront funding for homes.

“We have an opportunity to recalibrate the Accord incentives to clear delivery roadblocks and provide more upfront funding to states and territories for housing now,” said Col Dutton, UDIA National President.

The obstacles to housing delivery are many, but the most critical include a lack of enabling infrastructure, slow approvals, lack of development ready land and lack of skilled housing labour.

UDIA’s 2025 National Election Platform Fast Track Housing Delivery outlines a comprehensive set of reforms to remove obstacles and incentivise housing delivery. This includes incentives to states and territories under the Housing Accord bonus:

“Our policy strategy to use part of the states and territories Accord Bonus upfront to fund enabling infrastructure, increase housing density and halve planning times, will go a long way toward delivering the housing for the people of Australia,” said Col Dutton.

Following the weekend’s housing policy announcements, there has never been a more important time to ensure every dollar allocated to housing supply is delivering new homes as soon as possible.
