The Urban Development Institute of Australia is the leading development industry body, representing more than 500 member companies and agencies across the public and private sector.

It is governed by the National Council Board, made up of representatives from each UDIA State Council.

Max Shifman

National President (VIC)

Max Shifman is Chief Executive Officer of Intrapac Property, one of Australia’s largest private developers. Max’s focus is on the continued, successful delivery of Intrapac's project portfolio and the pursuit of new opportunities and growth. After studying Civil Engineering and Law at Monash University, Max’s experience covers broad aspects of residential development from large-scale subdivisions, integrated townhouse developments and apartments. Max has spent six years on UDIA Victoria committees; four on Outlook, and two on Infrastructure & Urbanisation, before joining the Victorian board in 2018. He is the industry representative on the South-East Water Customer Engagement Council and successfully lobbied for the formation of a SEW Industry Reference Group in early 2018. Max’s proudest achievements include receiving the UDIA Victoria Young Professional Award in 2013 and being part of the team responsible for Intrapac’s multiple UDIA Excellence Award winning Somerfield project, Whiterock Ripley, and Kinley, the former Lilydale quarry redevelopment.

Simon Basheer

Immediate Past President (NSW)

Simon Basheer is UDIA’s Immediate Past President. He holds a Bachelor of Business (Marketing), Graduate Diploma in Property (Valuation). Simon has more than 30 years’ experience in the development industry holding a number of senior General management positions across several states. He is passionate about the development industry and the responsibility developers have in their profession. He has been an active member of the UDIA both in Queensland and NSW for over 20 years and was a Councillor on UDIA NSW for 8 years and also holding the position as UDIA NSW President. Simon has sat on UDIA National Council for more than 10 years. After more than 8 years working for Delfin Limited, Simon joined Lend Lease in 1995 and was involved in many of Lend Lease's largest masterplanned community and urban projects before leaving in late 2020 after 25 years. Simon's background brings a depth of industry experience which is translated into strong policy and advocacy activities for the development industry.

Col Dutton

National Vice President (WA)

Col Dutton is the General Manager, Residential (WA), Stockland Western Australia. He is President of UDIA WA and has more than 20 years’ experience working in the property industry around the country. Col leads Stockland’s delivery of affordable, diverse housing in Perth as well as driving a focus on mixed use town centres and medium density developments in greenfield and infill locations across Perth.With a professional background that spans senior roles in property and local government and qualifications in engineering, Col has an in depth understanding of the broad range of industry issues that UDIA WA is involved in.

Stephen Harrison

Councillor (QLD)

Stephen Harrison has more than 20 years’ experience in the development industry and has held key positions in both local government and private organisations. Stephen is currently the Director of Harrison Development Group, which is responsible for the delivery of signature projects in Cairns and Greater Flagstone. He is the Project Director for Flinders, a 15,000 lot masterplanned community at Flagstone. Prior to that, Stephen was Managing Director at iLiv Property Group and was responsible for the delivery of its residential portfolio at Rockhampton, Mackay, Calliope and Gladstone. Prior to that in his role as Project Director at Heritage Pacific he focused on the delivery of the Genesis project on the Gold Coast and the RiverBend project in Logan City. He holds a Bachelor of Civil Engineering and a Master of Project Management. Stephen was elected the President of UDIA (Qld) at the 2016 Annual General Meeting. He is the immediate past President of the Gold Coast Logan branch of UDIA (Qld), a position he held for a three year period until July 2013, having served as Vice President since 2008.

Darren Walsh

Councillor (WA)

Darren Walsh is an Executive Director of JBS&G based in Perth. Darren has more than 20 years’ experience in government relations, environmental impact assessment and environmental management, particularly in the land development and mining sectors. He has a comprehensive knowledge of all key areas of environmental consulting services, provides strategic advice and support across a range of projects and has a high level of expertise in the negotiation of environmental approvals. Prior to the merger with JBS&G, Darren was the CEO of Strategen Environmental.

Jill Lim

Councillor (VIC)

Jill is Development Director, Land at Frasers Property. Jill has more than 23 years’ experience in property development and land subdivision. She was the first woman to obtain a Masters of Building Degree at Melbourne University in 1991 and has since held a range of senior development roles working on major projects.

Jason Green

Councillor (SA)

Jason Green is a qualified Urban Planner who is driven to help positively shape the future of South Australia. His career includes positions with national development firms both in SA and in Victoria, practicing as a planning and urban design consultant, as well as experience in the public sector. Jason joined development firm Lanser, which specialises in masterplanned residential communities, in 2005 and now leads the organisation as Managing Director. Having long participated as a council member of the UDIA (SA) executive, Jason has formerly served as Vice-President before assuming the position of President for SA.

Stephen McMahon

Councillor (NSW)

Stephen is the General Manager, Development of Cameron Brae Properties, undertaking a range of land development projects in Western Sydney and regional NSW. He is also Director of planning consultancy Inspire Planning and he lectures part time at the UNSW. His experience includes the London Docklands Development Corporation and Olympic Coordination Authority.

Warwick Bible

Councillor (QLD)

Warwick Bible is General Manager of Mirvac Qld, and is responsible for Mirvac’s residential development operations including its Apartments and Master Planned Communities portfolio throughout Queensland. With more than 25 years’ property experience in QLD and NSW, Warwick has held senior property executive roles with several of Australia’s largest private and public property companies. Warwick holds formal qualifications in Property Economics, MBA, is a Fellow of FINSIA, current President of UDIA – QLD.

Oscar Stanley

Councillor (VIC)

Oscar joined ABN Group in 2015 as General Manager of Development following a career spanning over a decade acquiring and managing some of Victoria’s most notable projects. Whilst a Senior Development Manager at Stockland he oversaw one of Australia’s best-known master planned communities, Highlands, which was awarded UDIA’s ‘National Master Planned Development’ in 2012. Following his time with Stockland he joined ID Land where he was introduced to the private property sector. As Development Director he managed six active projects across both greenfield and infill suburbs including The Barkly townhouse project in Brunswick. This project was awarded the Medium Density category at the 2016 UDIA National Awards for Excellence. With ABN Group Oscar works across Homebuyers Centre, Boutique Homes and Resolve Finance, he is driven by the delivery of quality affordable housing through innovative finance solutions and mutually beneficial builder/developer relationships.

Annoushka Sharnberg

Councillor (SA)

Annoushka is a partner at Finlaysons Lawyers. Annoushka’s major project work includes acting for major South Australian developers in developments at St Clair, Lightsview, Seaford Meadows and Golden Grove and a Chinese developer in relation to a 16 storey commercial/retail development. She also acted for a publicly listed company during acquisition of another major retail company, undertaking extensive due diligence in an extremely tight timeframe. Annoushka also drafted and negotiated lease documentation for a substantial bulky goods development in Gepps Cross, South Australia and for numerous bulky goods developments interstate.

Hermanus Louw

Councillor (NT)

Hermanus Louw is the Director of Louw Group and is UDIA NT president. Hermanus is highly regarded for his leadership capabilities, his ability to form and lead strong, dynamic project teams, and his ‘can-do’ attitude in delivering a range of construction and property projects. In a career spanning more than 19 years, Hermanus has gained a reputation for professionalism, integrity and commitment through the successful delivery of projects in varying industry sectors throughout Australia, UK, Southern Africa and the Middle East. Prior to establishing the Louw Group, Hermanus undertook Development and Project Management roles for both developers and consulting firms, leading multi-disciplinary teams in projects where the highest standards are routinely demanded. Hermanus holds an MBA and engineering degree and is certified under a number of project management and sustainability systems.
